This class performs multimedia storytelling using a combination of video, photography, graphics, audio, and text to edit and produce stories for Escambia County. The Multimedia Communication Specialist creates and publishes news and features to the County’s websites, social media channels, television channel, and print publications by coordinating the timely development, administration, and release of information regarding a wide range of programs and services to foster and improve media and community relations throughout Escambia County. This position serves as a public relations and outreach officer for assigned departments. This position works with multiple departments and individuals at all levels of the organization and reports directly to the Communications and Public Information Director.
Examples of Duties
Produces media content for web or print production by reporting breaking news, covering events, developing feature length pieces, and conducting interviews
Writes scripts and press releases to provide the community department and event specific information reaching a variety of audiences
Researches stories by following leads, identifying interview subjects, and utilizing a high level of attention to detail as well as ensuring facts are correct and verified
Designs graphics and video elements for use on television, web, social media, and print
Maintains social media accounts by promoting content on social media and responding to comments and questions on posts
Consults with internal departments regarding general communications needs through serving as the technical expert advising and assisting departments by preparing news releases, drafting speeches, remarks, and comments, developing public service announcements, coordinating employee recognition, awards, and proclamations, taking photographs, and performing other related activities
Consults with staff to conceptualize and design key publications and graphics to support County goals using Adobe Creative Suite, including video, illustrations, brochures, newsletters, social media content, displays, charts, diagrams, email newsletters, PowerPoint presentations, web, tablet and Smartphone-ready artwork, and other publication projects
Prepares detailed print specifications and costs to ensure vendors deliver quality work within established budget and deadline
Ensures consistent branding and integration by overseeing online, print, and video campaigns
Responds to inquiries and complaints made by citizens by researching issues, coordinating efforts to resolve issues with other internal departments, external agencies, and other public entities, and conducting follow-up with citizens to determine satisfactory resolution of issues
Provides assistance to the media by conducting research, coordinating interviews with appropriate County staff or elected officials, serving as a spokesperson for the County to print, online, and television media, and responding to media requests for information and interviews
Promotes the County by coordinating and publicizing special events, public education opportunities, news conferences, town hall meetings, television productions, and other public events
Assists with information requests for government related activities by acting in a liaison capacity with community leaders, tour groups, other governmental agencies, and communication groups
Supports other members of the Communications and Public Information Division in the performance of their duties, as needed, including broadcasting County meetings
Manages responsibilities for community outreach activities by performing duties that may occur beyond regular County business hours, including extended workdays, evenings, weekends, and holidays
Remains on-call in order to respond to events, including department special events as well as participate with emergency activations as a member of the County's emergency management team in accordance with standards
Performs other duties as assigned
Minimum Qualification Requirements:
Training and Experience:
Bachelor's degree in Communications, Public Relations, Journalism, Graphic Design, Video Production, or a related field and two years of experience in professional public relations work to include graphic design utilizing the Adobe Creative Suite, creation and management of website content, and social media; or a combination of education and experience equivalent to these requirements.
Licenses and Certifications:
Must possess a valid driver’s license from state of residence
Experience with typography, color, conceptual thinking, print layout, digital production, video and post-production
Knowledge of emergency public information policies, methodologies, and procedures
Knowledge, Skills, Abilities, and Other Characteristics (KSAOs):

Emergency Management Responsibilities:
During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties, as assigned.
Positions in this class typically require grasping, feeling, talking, hearing, seeing, finger and hand dexterity as well as repetitive motions.
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. Work is performed mostly in an office setting and includes sitting at a desk or being on site for an event. Position requires travel.
