The Media and Public Information Manager proactively and strategically manages media and public information efforts regarding a wide range of programs and services throughout Escambia County to promote awareness of County services and the positive work conducted by employees. This position requires a strong writer and editor who can swiftly compose content and manage multiple projects with strict deadlines in a fast-paced environment. The ideal candidate would be a self-starter who is eager to learn and try new creative directions, while maintaining brand standards. This position requires the ability to strategically organize communication and marketing efforts into comprehensive public relations plans for a variety of channels, including, but not limited to, news releases, newsletters, emails, articles, web content, publications, and social media. The Media and Public Information Manager position reports to the Communication and Public Information Director and is required to work with multiple departments and individuals at all levels of the organization. The nature of work for this position may require the incumbent to work in excess of 40 hours per week, some weekends and some holidays.


Examples of Duties

  • Manages external communications, including crisis and issues management for the County, in conjunction with the Communication and Public Information Director
  • Creates content in AP style that is tied to the County’s brand and public relations plan framework, such as news releases, articles, web content, e-newsletters, and social media  
  • Develops media relations strategies and relationships to promote greater awareness of County services and the constructive work generated by employees 
  • Responds to media inquiries and proactively pitches stories by conducting research and coordinating interviews with appropriate County staff or elected officials
  • May serve as a spokesperson for the County to print, online, and television media and assists with talking points for other County representatives 
  • Edits publications and departmental communications to ensure accuracy and readability
  • Develops strategic, proactive communications and media relations plans and messaging to positively promote the County internally and externally 
  • Works closely with internal departments, the Graphic Designer, Web Coordinator/Developer, Videographer, and the Board to conceptualize and deliver key publications to support County goals, including brochures, newsletters, displays, charts, diagrams, email newsletters, PowerPoint presentations, infographics, web, tablet and Smartphone-ready artwork, and other publication projects  
  • Edits the County's website, myescambia.com, by researching, writing, and developing online content, as well as monitoring County communications for ADA compliance  
  • Provides recommendations to develop, manage, and improve social media guidelines and policy to ensure the County's online outreach is effective and consistent with the brand and overall communications strategy 
  • Monitors online conversations relevant to Escambia County by watching, listening, or reviewing content in order to correct misinformation, as well as uses analytics tools for reporting 
  • Ensures consistent branding and integration with online, print, and video campaigns 
  • Engages in media buy negotiations and scheduling for campaigns 
  • Researches and responds to inquiries and complaints made by citizens and public records requests
  • Coordinates efforts to resolve issues with other internal departments, external agencies, and/or other public entities by conducting follow-up with citizens and departments to determine satisfactory resolution of issues 
  • Supports other members of the Communication and Public Information Division in the performance of their duties, as needed 
  • Manages responsibilities for community outreach activities beyond regular County business hours, including extended workdays, evenings, weekends, and holidays 
  • Expected to be on-call and respond to emergency call-outs and participate with emergency activation as a member of the County's emergency management team
  • Performs other duties of a similar nature or level


Minimum Qualification Requirements:

Training and Experience: Bachelor's degree in Public Relations, Journalism, Communications, Marketing, Graphic Design,  or a related field and four years of experience in public relations, journalism, communications, or marketing; or a combination of education and experience equivalent to these requirements.

Licenses and Certifications: Must possess a valid driver's license from state of residence

Preferred Qualifications:

knowledge of graphic design concepts and Adobe Creative Suite

Emergency Management Responsibilities:
During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties, as assigned.
