Director of University Communications and External Relations - UWF

Salary Range: $50-55k based on experience

The University of West Florida seeks a Director of University Communications and External Relations, position #119070. The incumbent will be responsible for creating a broad and strategic communications plan to promote the University; media relations; managing a proactive news gathering operation; crisis communications, acting as a spokesperson, and ensuring communication strategies advance the goals of the University. The incumbent will lead the Office of Communications and reports to the Chief of Staff in the Office of the President.

The incumbent must have a Master's degree in an appropriate area of specialization (Communications, Public Relations, etc) and six years of appropriate experience; or a bachelor's degree in an appropriate area of specialization and eight years of appropriate experience. Excellent oral and written presentation skills, sound judgment, political sensitivity, and strong media relations skills are required. Previous higher education communications experience is a plus.

Division Manager- Public Information and Communications 

Public Information Office, Escambia County, FL

Salary Range: $32.71 - $37.62 Hourly; $68,036.80 - $78,249.60 Annually

Work Location: Pensacola, FL

Job Summary:

Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.

Manages Public Information activities and operations, which includes planning, coordinating, administering, and evaluating programs, projects, activities, events, processes, procedures, systems, standards, and/or service offerings; participates in the development of strategic planning utilizing a balanced scorecard approach to accomplishing goals; ensures compliance with Federal, State, and local laws, regulations, codes, and/or standards.
Prepares and administers budget; prepares cost estimates for budget recommendations; submits justifications for budget items; monitors and controls expenditures.

Serves as a liaison with employees and external organizations; provides public relations support and/or represents the County at a variety of meetings, public events, training sessions, on committees, and/or other related events.
Provides public information assistance to the County Administrator and elected officials, which includes: writing speeches and correspondence; coordinating presentations; compiling reports; responding to complex public records requests; handling media inquiries; and/or, performing other related activities.
Promotes public relations with local media and the general public; prepares and delivers oral presentations; responds to oral and written inquiries from the general public, media representatives, and governmental officials.
Responds to local, regional, national, and international media requests for information and interviews; responds to requests for information and/or inquiries from the public.
 
Initiates public education programs for elected officials and the County Administrator; plans, scripts, and hosts a monthly television show.
 
Serves as the official spokesperson/media liaison for the Emergency Operations Center during crisis events.
 
Plans, develops, and implements complex projects in assigned area of responsibility.

Prepares, reviews, interprets, and analyzes a variety of information, data, and reports; makes recommendations based on findings; communicates pertinent information to internal and external parties.

Provides technical guidance lower level staff, senior management, and/or other interested parties.

Facilitates and/or represents the Division or County at a variety of meetings, public events, training sessions, on committees, and/or other related events.

Develops and administers Division budgets associated with personnel, operating costs, and capital costs; approves expenditures; reviews financial statements; manages financial operations.

Researches, prepares, and executes presentations to the Board of County Commissioners, County Administration, and applicable parties regarding operational issues requiring their approval.

Investigates accidents, property damages, injuries, complaints, and/or other related items; facilitates the resolution of problem situations.

Performs other duties of a similar nature or level.

Minimum Qualifications:

Training and Experience:
Bachelor’s Degree in Communications, Journalism, Public Relations, or related field and five years of managerial experience in public information, public relations, or television broadcasting/advertising; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing Requirements: 
Valid driver’s license 

Knowledge of:
Managerial principles; Fiscal management practices related to public funds and/or enterprise accounts; Strategic planning principles; Advanced principles and practices in assigned area of responsibility; Applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes; Budgeting principles; Mathematical concepts; Public administration principles; Project management principles.

Physical Requirements:

Some positions in this class tmay require: climbing, balancing, stooping, reaching, standing, walking, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions while performing office and field activities.
Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects and some Incumbents may be subjected to moving mechanical parts, electrical currents, fumes, odors, dusts, gases, poor ventilation, chemicals, blood and other bodily fluids, intense noises and travel.
